She added: "This will take a strong existing package of education and training support and ensure that every 16-19 year old not already in work, education or training will have access to a suitable place in learning or training. In her draft strategy Ms Constance also said there would be;
"We recognise that our response to youth unemployment must go beyond education and training.
  • a clear and targeted approach to support young people as they look for jobs

  • the development of opportunities within the apprenticeship programme
    •
  • targeted support to help young people get jobs in the energy and the low carbon economy
    •
  • support through the My Work Coach, which is under development by href="http://www.skillsdevelopmentscotland.co.uk/" >Skills Development Scotland

  • and financial support to employers to encourage them to employ young people from disadvantaged groups

"Throughout my adult life I have maintained the view that our young people's life chances are best served by a parliament with full job creating powers. The minister said: "The strategy sets out my plans to harness spending and work across the government as well as other important actions such as developing a single simple national offer to employers and working with a wide range of partners who can make a difference.
"However, irrespective of the powers our parliament holds, we will continue to do all we can to create the conditions for economic growth. "We will have a particular focus on helping hard-to-reach groups, as well as supporting those who are closest to the job market and will benefit from simple measures to help them into employment.
"That's why through this strategy we will foster an all-government and all-Scotland approach to supporting Scotland's young people and will make certain that elements of our entire spend are directed toward youth employment." "I would encourage organisations and individuals with an interest and who have ideas to get involved in this discussion and think about what part they can play in providing our young people with a brighter future."
