Plaid Cymru said the government had been forced into an "embarrassing climbdown". Conservative Angela Burns welcomed Mr Andrews' decision, claiming his policy was "hastily cobbled together without sufficient engagement with teachers and parents".
Education spokesman Simon Thomas said: "The Labour minister has been forced into taking this action after it became clear that he had no support for his plans. Plaid Cymru education spokesman Simon Thomas said the government had been forced into an "embarrassing climbdown".
