Tom Roberts, spokesman for the charity Children 1st, said: "Downloading child pornography is not a victimless crime - behind every image there is a real child who has suffered in the making of that image.
"People who download these photos create huge demand for new images which are supplied through the often horrific abuse of children.
"As well as punishing the offenders, we also want to see internet service providers accept responsibility for the images they allow to be published on their sites to stop this appalling abuse."
