Christopher Bockman, a freelance journalist in Toulouse, told the BBC that the soldiers who had been targeted were of ethnic origin and it appeared as if the gunman is deliberately targeting ethnic minorities in the area. All the soldiers were of North African origin.
He said the city was in lockdown as police scour the streets for the culprit. Some 60 police officers, including anti-terrorist specialists, had been drafted in to help investigate those attacks.
Interior Minister Claude Gueant has ordered security to be tightened around all French Jewish schools. They have been looking for a gunman who was targeting soldiers, the BBC's Christian Fraser in Paris says.
