Detectives are trying to confirm his identity and trace his next of kin. Two 18-year-old youths were arrested near the scene.
Police said they were taken to separate police stations in Swindon and Wiltshire.

Manton Street and Thomas Street have been closed while a forensic examination of the scene takes place. Uniformed officers will remain on the cordons until this is completed.
Officers have been speaking to witnesses and residents in the area and are appealing for anyone with information to come forward.
Det Insp Matt Davey said: "We would like to hear from anyone who may have seen or heard anything between 01:00 and 01:45 in the area of Barnum Court, Swindon.
"If you heard anything or saw someone running away from the scene at that time, you may have vital information that would assist us with this murder investigation."
