The location is outside the main town, on the A470 heading towards Blaenau Ffestiniog.
Enid Youe at the nearby Fairy Glen Hotel said conditions on the river were difficult following heavy rain.
"Ambulance, police, fire engine and mountain rescue have been there for about two hours," she said.
"The river was raging today, and it's been very wet.
"There's a wall the other side of the road from the hotel and the water is up quite high - emergency services have been there for two hours with ropes and ladders because the drop is very steep to the water."
