After failing to endorse the EU winning the Nobel peace prize, David Cameron has declined to say whether he will accept an invitation to attend the award ceremony in December in Oslo. Herman Van Rompuy, the president of the European Council, used an EU summit in Brussels on Thursday to invite all 27 heads of state or government to travel to Oslo for the ceremony.

It has already been decided that three European presidents – of the council, the commission and the parliament – will receive the prize in Norway. Angela Merkel threw her weight behind the gathering, urging all 27 government chiefs to attend.

Cameron was distinctly lukewarm, according to Downing Street officials. Cecilia Malmström, the European commissioner for justice and home affairs, has suggested that 27 children – one from each state – should receive the prize. Cameron is said by British officials to prefer that proposal.
