The police in a heavily Tibetan region of China are offering $7,700 for information on those orchestrating the self-immolations to protest Chinese rule. This week, officials began posting notices soliciting tips on the “black hands” they say are encouraging or assisting Buddhist monks, nuns and others to set themselves aflame, at right.
