Single lanes each way were finally reopened in the early hours of Friday morning. North Wales AM Aled Roberts said more should be done to prevent flooding after such "chaotic scenes".
Ch Insp Alex Goss of North Wales Police said: "JCBs and road sweepers working for the North and Mid Wales Trunk Road Agent, together with the North Wales Fire and Rescue Service have cleared a section of the A55 at Tal y Bont, Bangor sufficient to permit one lane in either direction to be opened and allow traffic to start moving again. "It cannot be right that the only fast road into north Wales which everyone relies on for quick and easy access is turned into a river after some very heavy rainfall.
"A further detailed examination of the road will take place in daylight tomorrow morning when all agencies will concentrate efforts on fully reopening the A55 as soon as practicable." "Whilst appreciating the exceptional weather yesterday we cannot allow the A55 to be shut twice in the space of five months.
"There needs to be an urgent review of drainage on the A55 taking into account the age of some sections of the road and our changing weather patterns," he added.
North Wales Police were carrying out a further detailed examination of the road with the aim of fully reopening it as soon as practicable.
