Prime Minister Sean Chen, Taiwan’s top economic official and the cabinet’s leader, resigned Friday as popular support for his government plunged, although Taiwan appears to be rebounding from an economic slowdown. Mr. Chen said that his health did not allow him to fulfill his duties. President Ma Ying-jeou’s office said Mr. Chen would be succeeded by Vice Prime Minister Jiang Yi-hua.
