A spokesman for Devon and Cornwall Police said the rescue was proving more difficult than had been first thought and police divers had been requested to help with the operation.
A rescue helicopter from RNAS Culdrose and inshore and all weather lifeboats from Falmouth are also at the scene.

A statement from the King Harry Ferry said the car went into the water at about 16:00 GMT, when the ferry was at the Feock side of the river.
"The service has been temporarily suspended and emergency services are in attendance," it added.
