The Independent Police Complaints Commission said the file of evidence related specifically to one officer and to the level of force used. The IPCC investigation is being overseen by commissioner Rachel Cerfontyne, who said: "This is a criminal investigation and we have, at an early stage, submitted a file of evidence to the CPS. The incident happened after police were called to a disturbance at the junction of High Street and Paris Street. It is understood that Orchard was remonstrating with a number of people. He was restrained and arrested on suspicion of a public order offence.
