The man, who is 20, is accused of having firearms and explosives with intent to endanger life, and having items for terrorist purposes. Nathan Hastings, 20, a telecommunications employee from Stradowen Drive in Strathfoyle, faces three charges.
He is due in court on Monday. A 54-year-old man remains in custody. He was remanded in custody until 9 May.
Mr Hastings is charged with having guns, imitation guns, ammunition and explosives on suspicion that they were for use in an act of terrorism; having an improvised explosive device with intent to cause injury to property or endanger life and having a gun and ammunition with intent to endanger life or damage property.
A detective constable told Londonderry Magistrates Court that Mr Hastings was driving a car in which the weapons were found on the Northland Road on Friday night.
The police also stopped a car being driven by another man but nothing was found in that car.
He was released unconditionally.
A 54-year-old man who was also arrested in connection with the gun and ammunition find on Friday remains in custody.
