A BBC Cymru Wales spokesperson pointed to the recent record of TV drama production as evidence of the skills and potential available.
"The Arts Council of Wales is skilled in a wide range of performing arts including literature, poetry, set design and make up and the BBC has people with years of experience in production.
"Doctor Who, created in Cardiff Bay Media village, is just one example of the potential of arts production in Wales.
"Sherlock Holmes came about from two people sitting together and talking about Sherlock Holmes, it's about creative people working together."
