Parliament elected Plamen Oresharski on Wednesday as the new prime minister, ending a three-month stalemate after the previous government resigned in February amid protests. Lawmakers voted 120-97 to elect Mr. Oresharski, 53, a former finance minister not associated with any party. He promised to bring economic growth to the country, which has a 14 percent unemployment rate and the lowest average wages in the European Union.
