The PSNI said it was understood the two had drowned at the site on the Glassdrumman Road in Annalong. They are believed to have drowned at the site on the Glassdrumman Road near Annalong.
All the emergency services are involved in the operation. It is understood a teenage boy went into the water and a man went in after him, but the pair got into difficulty.
An investigation is under way. The emergency services received a call about an incident at the quarry at about 18:00 BST on Saturday.
PSNI divers, the Fire and Rescue Service and the coastguard have been involved in the operation at Spence mountain, between Newcastle and Annalong.
