Officials have arrested four men in the killing of an American anti-drug agent, the police said Tuesday. Gen. José Roberto León, the national police director, said the four were members of a robbery gang. Two are taxi drivers. Colombian and American officials have said they believed that the Drug Enforcement Administration agent James Watson was probably killed in a common robbery, not because of his law enforcement work.
