President Dilma Rousseff sent the Brazilian Congress political reform proposals on Tuesday in an attempt to assuage the public after a wave of massive street protests in June. She listed broad themes that she wants to see addressed in a coming national plebiscite, including campaign finance reform, an end to anonymous votes by lawmakers in Congress, and a possible shift from proportional representation to district voting. Ms. Rousseff’s approval ratings have declined by 27 percentage points in the past three weeks, and elections are coming next year.
