The council said it would comment later. The council has apologised and said it would investigate what happened.
"We always aim to offer good customer service, and on this occasion the level of service was not acceptable," a spokesperson said.
They added that staff did not collect bins where the lids were "not fully closed" or any waste which was not within the bin.
