Police said they were not looking for anyone else in connection with the deaths. 'Tragic incident'
An air ambulance, a police helicopter, park rangers and members of the Dartmoor Rescue Group went to Haytor after an incident was reported shortly before 12:00 BST.
Acting Ch Insp Adrian Leisk, of Devon and Cornwall Police, said officers found two bodies when they arrived at the granite peak which is more than 1,475ft (450m) above sea level.
He said the immediate area was cordoned off to carry out a "detailed and thorough investigation to get a further understanding of what occurred".
Officers then went to the woman's home, where the body of the two-year-old boy was found.
Police said a murder investigation had been started by the force's major crime investigation team.
Det Supt Paul Burgan said: "We are keeping an open mind about all three deaths. But at this stage we are not looking for anyone else in connection with the incident."
The force said post-mortem investigations on all three involved in the "tragic incident" would be carried out.
Dartmoor Rescue Group said on Twitter that a team was "called to assist at a tragic incident at Haytor today".
It added: "Our thoughts are with the family."
Police have appealed for witnesses at Haytor to contact them.
