Algerian television showed a photograph of a visibly weak Mr. Bouteflika, 76, being received at the military airport outside Algiers by the prime minister, the army chief and other officials. Mr. Bouteflika, in a wheelchair, appeared frail and much thinner. Since he left for France, there has been a brief televised meeting with him, the prime minister and a top military official in Paris. Mr. Bouteflika had widely been expected to run for a fourth presidential term in elections next April, but now the contest may be wide open.
