The Highways Agency has warned drivers to expect "severe delays" on the anti-clockwise part of the motorway until the evening. The carriageway was closed at 10:15 BST between junction 9 at Leatherhead and junction 8 at Reigate. Two lanes were re-opened at 11:00.
