The foreign ministers of the five permanent members of the security council met over lunch on Wednesday with UN secretary general Ban Ki-moon . Mark Lyall Grant said in a post on Twitter that the five permanent members of the security council Britain, France, the US, Russia and China agreed on a "binding and enforceable draft" of a resolution.
The five permanent members are expected to meet on Friday to discuss a proposed Syria peace conference in Geneva. He said that the text would be introduced to the 10 other members of the security council at a meeting later on Thursday night.
Russia and the United States had disagreed over how the resolution should be enforced.
Negotiations have been taking place this week at the United Nations, where world leaders and their senior ministers have been gathering for the general assembly.
