Rescue workers went to the bottom of the tunnel to put out the fire and found the workers' bodies, said Clear Creek County deputy sheriff Stu Nay.
A spokeswoman for the power plant's owner, Xcel Energy, had initially said the workers were unharmed and in communication with rescuers.
The cause of the fire is unknown.
