The teenage girl was last seen on CCTV at 16:07 GMT on 3 December boarding a train at Oxford railway station to Didcot Parkway.
Detectives previously said they wanted to speak to a man seen "struggling" with a suitcase about her disappearance.
Police want to trace the man, who was seen in Upton at 02:00 GMT on Monday, 9 December.
The same man was seen in nearby Didcot about half an hour later.
The man is described as white, aged about 20, about 5ft 7in (1.7m) tall with a slim or medium build and short dark hair. He was wearing light-coloured jeans.
The case is described as being of light-coloured canvas, possibly pale blue.
Over the weekend, specialist officers have been searching in and around the village of Upton.
