Nearly two weeks after a Rwandan spymaster turned dissident was found dead in South Africa, President Paul Kagame said over the weekend that those who had betrayed Rwanda could expect to face the consequences. The body of the former director of Rwanda’s external intelligence service, Patrick Karegeya, was discovered in a Johannesburg hotel on Jan. 1. South African authorities said he appeared to have been strangled. Mr. Kagame’s critics have accused the president of ordering the killing; government representatives have not denied or accepted responsibility. Speaking Sunday at a prayer meeting, Mr. Kagame said: “You cannot betray Rwanda and get away with it. There are consequences for betraying your country.” Mr. Karegeya, a former ally of Mr. Kagame who turned against him, fled Rwanda several years ago after being accused of plotting a coup.
