David Satter, an American journalist and the author of three books on Russia and the Soviet Union, said Monday that he had been barred from the country by the Russian security services. Mr. Satter had been working in Moscow as an adviser and a contributor to Radio Free Europe/Radio Liberty, which is financed by the American government. In a telephone interview from London, Mr. Satter said the Russian Foreign Ministry told him last month that he had been approved to receive a new visa, but that when he went to pick it up at the Russian Embassy in Ukraine he was told that he had been barred from Russia. An embassy official said the “competent organs” had declared his presence in Russia to be “undesirable,” Mr. Satter said. The American Embassy in Moscow has lodged a formal protest.
