The minister apologised "unreservedly" to those affected by the flooding. There are now nine severe flood warnings - meaning "danger to life" - in place, two in the Somerset Levels and seven along the Thames in Berkshire between Old Windsor and Datchet.
It comes as weather and flood warnings are in place for much of the south-west UK with further rain in the week. Further rain is forecast across the UK this week.
