In north Wales, the Britannia Bridge across the Menai Strait, linking Anglesey with the mainland, will stay closed until at least mid-morning while the Menai Bridge remains closed to high-sided vehicles.
North Wales Police said its advice remained that people should not travel or venture out unless absolutely necessary.
It said a multi-agency response to the severe weather was being stood down as conditions had eased but felled trees blocking roads continued to hamper Scottish Power teams working to restore lost power.
Scottish Power says 39,000 homes across north Wales are without power, down from 52,000 at the height of the storm.
North Wales Police Ch Insp Darren Wareing said: "Our efforts are focused onto clearing roads, restoring power and returning the area to normality as quickly but as safely as possible.
"I would still advise extra care to be taken if any journey needs to be made on foot due to roofing materials dislodged by high winds."
Meanwhile, Irish Ferries said all its Swift sailings are cancelled on Thursday due to the adverse weather conditions.
The 08:05 GMT Ulysses ferry, from Dublin to Holyhead, will have a later departure time of 10:00 GMT.
Stena Line said its Fishguard to Rosslare service will resume with the 14:30 GMT sailing on Thursday. The 02:45 GMT sailing was cancelled.
