He added: "Our thoughts are with Roger's family at this difficult time." Mr Hayward's family said they were "shocked and deeply saddened" and he was a "larger than life character".
Wiltshire Police has launched an investigation into the incident. In a statement, they added: "Roger was one of life's workers... never missed a day in his life, doing what he enjoyed to the end, helping others.
"We would be grateful to remain private in our grief whilst we come to terms with our loss."
