Rob Lewis, deputy leader of Pembrokeshire council, told BBC Radio Wales it was becoming more challenging for councils to provide the same level of service when faced with tough budget decisions.
He said the local authority had received more than 700 responses from bus users, which it would use to design a revised service.
"What we are trying to do is provide a service, although it may not be the perfect service we would like to see, but to ensure that people do at least have an opportunity... for them to move around the county albeit on a limited basis," he said.
