The witness, who admitted he was "tipsy" at the time, said he was led down a corridor by Mr Evans who invited him to see his new kitchen.
He told the court he was pushed into the kitchen, which was in darkness, by the MP who had his hands all over his body and tried to kiss him.
"It all happened very quickly," said the man.
He added the MP, "took my hand and placed it on his crotch".
Asked if Mr Evans said anything, the man said the MP told him "you're gorgeous".
He said he pushed the MP away and left as quickly as possible and then told friends what had happened.
