Egypt’s elections commission on Tuesday formally declared the former defense chief, Abdel Fattah el-Sisi, the winner of last week’s pro forma presidential election with nearly 97 percent of the vote. Turnout was about 47 percent of eligible voters, far short of what he had sought to prove he had a mandate to lead and less than the 52 percent who voted in the 2012 election won by Mohamed Morsi, whom Mr. Sisi overthrew last year. Foreign observers have said the election fell short of international standards.
