Earlier this week, he said a "brief" truce - expected within days - would to allow "Russian mercenaries" to leave Ukraine.
Meanwhile heavy fighting is continuing between troops and pro-Russian rebels near the town of Krasny Liman in Donetsk region.
And Nato says Russia has moved troops back to the Ukrainian border.
