The head of the once-mighty Arellano Felix drug cartel, based in Tijuana, was arrested while watching Mexico’s soccer team play in the World Cup, Monte Alejandro Rubido, the federal police chief, said Tuesday. Fernando Sánchez Arellano, who inherited leadership of the cartel when his uncle was arrested in 2006, had $100,000 in cash with him on Monday when he was arrested in Tijuana, Chief Rubido said. Journalists were shown photographs of Mr. Sánchez Arellano in a green soccer jersey and with his cheeks painted Mexico’s colors, green, white and red.
