Mr Jones, a keen walker, was due home on 24 June. Mr Ruane told BBC Wales the reported sighting came from 25 June.
Equipment which he would have used on walks was found in his room in Chania after he disappeared, despite the fact he had sent his family a postcard saying he had planned a walking trip.
Mountain rescue
Mr Ruane said: "[There was] a reported sighting of Arthur in the Souda Bay area of Crete on 25 June, so that's a day after he was due to come back.
"The family are heading down there today to deliver leaflets in the area to jog people's memories, the people that live in Crete.
"But they have also asked me to release this because they want people who were are out in Crete - Arthur went out on the 17 June so anybody that was in the Souda Bay area or Chania between 17 June and today, if they do think they have seen Arthur then check it out on the BBC website and have a look at his picture, see if that jogs their memory and come forward with that information."
A mountain search and rescue expert from north Wales and two North Wales Police officers are flying to Crete to join the search.
Mr Ruane raised the disappearance in Prime Minister's Question Time last week and had a promise of help from the Foreign Office from David Cameron.
"David Cameron was very genuine and sincere in his response and since that time I believe that the vice consul from Athens has flown to Crete," he said.
"This will be taken seriously by the Greek authorities, to send such senior personnel out to Crete shows that the British government, David Cameron, the family, the media are all taking this very seriously."
He said there had been an excellent response from North Wales Police and the local community, adding: "Everybody's rooting for Arthur."
From BBC Wales' Aled Hughes in Crete
It is fantastic news for the family that there is a positive sighting of Mr Jones, but it is unconfirmed.
The problem overall is they have no exact location to pinpoint Mr Jones to.
The family have been very critical of the efforts put into the search (by local police) but it is very difficult to know how far they have gone and how far the family want them to go.
Officers from North Wales Police were meeting with officers from the Commonwealth Office last night and this morning they will meet with local police.
Every possible effort as far as possible from outside is being offered.
