The formal announcement follows his conviction in England last week on phone hacking charges.

It is understood officials at the Crown Office in Edinburgh were awaiting the outcome of his trial in England before announcing any action against him. He had given evidence as a witness during Sheridan's perjury trial at the High Court in Glasgow.
The Prime Minister's former director of communications was jailed for 18 months last week.
Mr Coulson was convicted at the Old Bailey in London of conspiring to intercept voicemails at the now-defunct tabloid after an eight-month trial.
Yesterday, a spokesman at the Crown Office said: "The Crown Office can confirm that an indictment was served on Andrew Coulson today, 7 July 2014 and that a preliminary hearing is scheduled for 6 August 2014 at the High Court at Glasgow."
