The Justice Department said Tuesday that it intended to file additional charges against Ahmed Abu Khattala, the man being held in the 2012 attacks that killed the United States ambassador in Benghazi, Libya, and three others. At a hearing in Washington, the government said several factors would determine when it would file the charges, but it did not say what those factors were. Judge Christopher R. Cooper of United States District Court said the case would proceed slowly because of its complexity. He scheduled a status hearing for Sept. 9. A week ago, a magistrate judge ruled that Mr. Abu Khattala should remain in government custody and without bond.
