The Israeli military arrested four fishermen early Tuesday in what Palestinian officials said was a violation of the cease-fire agreement signed last month, but that the Israelis contended was an enforcement of their restriction of fishing to within six nautical miles of the Gaza coast. Nezar Ayash of the Gaza fishermen’s union said four men were arrested less than one mile off the coast near the northern town of Beit Lahiya. He said two fishermen were arrested in a similar incident last Wednesday. The Egyptian-brokered cease-fire announced Aug. 26 restored a 2012 agreement that the fishing zone be doubled to six nautical miles from three.
