A Milford Haven coastguard officer said accounts suggested the body did not appear to "maritime related".
She said: "We had a call from a yacht saying a kayaker had come across something and was asking for assistance.
"The Milford Haven Port Authority vessel was the first on the scene to assess the response.
"Fortunately, the Dyfed-Powys Police rib [rigid-hulled inflatable boat] was just putting in the water at Neyland, so we tasked them to go along as well."
The body was recovered by the lifeboat crew to Neyland, she said.
