BBC reporter Alan Soady, who was at the scene, said: "The building is covered in scaffolding with white netting. You can see that there are flames behind it.
"It seems, from the many fire engines that are here, they have been bringing it under control," he added. "But it has had the impact of having to cordon off the whole bridge."
"They'd have been worried about any burning debris falling down onto the path and the road that's so busy during rush hour."
