The Verizon Center is one of the area’s principal venues for sports and entertainment. A Fleetwood Mac concert was going one inside the center at the time of the nearby shooting.
The concert let out about 25 minutes after the gunfire, adding to the general hubbub.

Few details were available. One witness said he saw two groups of people fighting and then heard shots.
The witness, a law school student, said he heard screaming and saw members of the groups climbing on cars and confronting each other.
Another witness said he saw rescue personnel near 3rd and H Streets treating someone for an arm injury. According to the witness, they cut away a sleeve to facilitate treatment.
Authorities said it was too early to say whether the two incidents were related.
Earlier, a shooting was reported a few miles to the northwest, at 10th and Upshur Streets NW about 8:45 p.m.
Meanwhile, there was no immediate indication of any problems in Georgetown, which traditionally draws large crowds from throughout the Washington area on Halloween night.
