The half-brother of a senior Conservative MP has pleaded guilty to historical sex offences on young boys. A former senior member of a paedophile group has admitted exploiting his position of trust to abuse a string of young boys.
Charles Napier, 67, who is related to Maldon MP John Whittingdale, admitted 28 indecent assault charges and one indecency offence on a child at Southwark crown court in London. Charles Napier, former treasurer of the Paedophile Information Exchange, pleaded guilty to 28 attacks on 21 children between 1967 to 1972, and a charge of inciting a schoolboy to touch him.
Napier, of Newland in Sherborne, Dorset, admitted abusing 21 boys under the age of 16 between September 1967 and April 1972. Napier, the half brother of the Conservative MP John Whittingdale, will be sentenced next month at Southwark crown court and was remanded in custody after his guilty pleas.
More details soon Napier was a close associate of the child abuser Peter Righton, now deceased, who was also an active advocate for the legalisation of paedophile activity. Napier once wrote to Righton about physical contact with a boy.
Claims made by Labour MP Tom Watson of a cover-up over Righton’s activities in a question in parliament to the prime minister led to the setting up of a criminal investigation into a paedophile group with alleged connections to senior politicians and other prominent people.
Napier was arrested in June 2013, by Scotland Yard’s Operation Cayacos, a strand of Operation Fairbank, launched after Watson’s claims in parliament about a paedophile ring with establishment connections.
Napier, 67, of Sherborne, Dorset, spoke to say “guilty” as the charges were read to him.
Southwark crown court heard he faces another two separate indecent assault charges involving two other boys, for which he has yet to enter pleas.
Napier was remanded in custody as Judge Nicholas Loraine-Smith adjourned sentencing to 23 December. The judge said: “It will enable those victims who wish to be here to be alerted and they can be here.”
After the guilty pleas, Tom Watson MP said: “Charles Napier has been a life long predatory paedophile and a former leading member of PIE. There are many victims who will be relieved that his past has finally caught up with him.
“I hope other people associated with PIE will be investigated by the police. I hope Napier fully co-operates with the police and their wider inquiries.”
An earlier police investigation recovered a letter by Napier bragging of being able to send obscene images back to Britain in diplomatic bags, and of easy access to young boys while working for the British Council in Cairo.
In a 2005 Guardian article the writer Francis Wheen wrote of being abused by Napier while at school decades earlier: “I was sexually molested by a gym master called Charles Napier, who was always putting his hand down boys’ gym shorts. He eventually attained the giddy heights of a treasurer of the Paedophile Information Exchange.”
