Gunmen shot and killed a Somali-American from Minnesota who had left his job to help the fledgling city government in Mogadishu with urban planning and drainage systems, an official and a relative said Wednesday. The man, Abdullahi Ali Anshur, 60, an engineer, was killed after Shabab militants stopped his vehicle and sprayed it with bullets on Monday, the police said. Mr. Anshur was buried in Mogadishu on Wednesday. He was a graduate of California State University and U.C.L.A. Mr. Anshur arrived in Mogadishu last year, said a relative who requested anonymity for security reasons.
