The man charged, from Redditch, is due to appear before the town's magistrates on Saturday. Matthew Doman, of no fixed address, appeared before magistrates in Redditch on Saturday morning.
Ms Phipps, a prison officer at HMP Blakenhurst, was described as an "irrepressible, loving life force" by her family. He is charged with murdering Ms Phipps at some point between 20 and 23 October and was remanded in custody until a crown court appearance on 2 November.
Mr Doman is also accused of stealing Ms Phipps' yellow Hyundai car, two mobile telephones, cigarettes and alcohol from her between the same dates.
