Ch Insp Stuart Walne, from South Yorkshire Police, said: "The nature of driving on that night wasn't borderline, this was ridiculous driving, this was dangerous driving, this was something that anyone who gave a thought for what might happen or for other people on the road wouldn't have done.
"My thoughts are with the family and friends of Jasmyn, a young girl who had a bright and promising future ahead of her.
"I am very pleased Ellahi has pleaded guilty and saved Jasmyn's family the harrowing ordeal of a trial. They have endured enough pain and heartache losing their daughter in such tragic circumstances.
"I hope they are able to find some comfort and closure knowing the man responsible for taking Jasmyn from them has accepted that his actions that night were completely inexcusable, by taking responsibility and pleading guilty."
Since Jasmyn's death Sheffield City Council has announced plans to build a pedestrian crossing near where she was killed.
The crossing is set to be installed in the 2015-16 financial year along with other road safety measures, including speed cameras, signs and a skid resistant surface.
