The chief, Commissioner Alfredo Castillo, said the confrontations in Apatzingán had begun when forces moved to retake City Hall, which had been held by civilians whose demands and identities were unclear. Mr. Castillo said that a civilian had been killed when he was run over while trying to flee, and that eight others had died when they attacked soldiers transporting vehicles seized by officials.
