A senior Lord’s Resistance Army commander who surrendered last week to the US military in the Central African Republic will be handed over to the International Criminal Court in The Hague for trial, a Ugandan army spokesman said on Tuesday. This could be because it launched early, our rights have expired, there was a legal issue, or for another reason.
The LRA first rose up against Uganda in the late 1980s, gaining a reputation for massacres and mutilating victims.
