But, said former Republican Michigan governor John Engler, now the head of the Business Roundtable: “Nobody, not even the most democratic members, with a small ‘d,’ suggest Congress ought to be going out to negotiate the agreement. Sending them around the world would be a scary, frightful process. If they want to give direction to U.S. negotiators, this is the process.”
