Despite Mr Abe promising an all-out effort to get Kenji Goto released, it's pretty clear that the power to do so now lies not in Tokyo but in Amman. The one potential bright spot for Japan is that Islamic State is now offering to spare Moaz al-Kasasbeh. The deal being offered by IS, whether genuine or not, goes right to the heart of the universal dilemma over hostage-taking. Do you give in to demands to win the release of your loved ones?
Mr Kasasbeh's F16 jet was shot down over northern Syria late last year, and the pilot caught by Islamic State fighters. The Jordanian authorities, who were given a final 24 hours on Tuesday to make this decision, find themselves in a dreadful position. IS want the release of a convicted al-Qaeda terrorist from Iraq. To release her could be seen as giving in to terrorism.
The additional offer appears to be a very deliberate attempt by Islamic State to increase the pressure on the Jordanian government. Yet at the same time many Jordanians don't support their country's role in US-led air strikes on IS positions. They want their captured pilot to come home alive and for Jordan to stay out of the fight against IS.
In Japan public sentiment about what the government should do remains very ambivalent. There have been a number of street protests in support of Mr Goto, with people holding up signs saying "Free Kenji".
But on social media there are also many voices calling on the government not to do a deal, and not to spend tax-payers money to get Mr Goto out.
